The Service and Billing Agreement form will ask for the customer's name, service address, mailing address, date service is to begin, telephone number and employer information. The District requires a signature on all Service and Billing Agreement forms (faxed or digital versions of the forms are accepted, as well as in-person drop off at the District office).
The District's Administrative Office is open Monday thru Friday, 9:00 a.m. to 5:00 p.m. (closed 12:00 noon to 1:00 pm). Please allow 48 hours notice to have new service established. Service cannot be established on the weekends and/or holidays.

New Service Connections Meters
If you have questions about installing a new water service connection and meter, please contact the District Office at (805) 688-6015. A member of the District's staff can assist you in answering questions and obtaining information regarding service connection and installation of water meters for domestic, rural residential/limited agriculture or agricultural uses and fire service meters. Water service connection size is determined according to Water District Rules and Regulations.
Special requirements must be met for all water service applications; therefore, all applicants must speak to a District staff member to determine specific requirements.
